Guwahati: Bharat Sanchar Nigam Limited (BSNL) and Numaligarh Refinery Limited (NRL) have entered into a strategic Memorandum of Understanding (MoU) to deploy the nation’s first 5G Captive Non-Public Network (5G CNPN) in the refinery sector. The initiative was formalized during the Industry 4.0 Workshop for Central Public Sector Enterprises (CPSE) hosted by the Ministry of Finance.
The MoU marks a critical milestone in India’s Industry 4.0 journey, focusing on the integration of next-generation technologies such as 5G CNPN, Digital Twins, AI-enabled 3D Printing, IoT, Big Data Analytics, Augmented and Virtual Reality (AR/VR/MR) into the operations of Central Public Sector Enterprises (CPSEs).

Senior dignitaries including the Secretary, Department of Public Enterprises (DPE), CMD NRL, CMD BSNL, Director (Enterprise Business) BSNL, MD NRL, MD AMTRON, and officials from multiple CPSEs attended the workshop, reinforcing the collaborative spirit of India’s “Whole of Government (WoG)” approach.
CMD, BSNL, A Robert Jerard Ravi said, “This MoU with NRL is a landmark step in BSNL’s mission to empower India’s strategic sectors. The implementation of a dedicated 5G CNPN network is a transformative leap that aligns with our vision of building a digitally resilient and self-reliant Bharat.”
CMD, NRL remarked, “With this first-of-its-kind deployment, the refinery sector will witness a new benchmark in operational efficiency, cybersecurity, and adoption of immersive and intelligent technologies like AR/VR and real-time IoT.”

5G CNPN: Future Deployments Across Other Industrial Sectors
The BSNL NRL MoU is expected to serve as a model for future 5G CNPN deployments across other industrial sectors in India. It supports the Government’s vision of a Digital India, and the wider national goals of Atmanirbhar Bharat by ensuring indigenous technological innovation meets mission-critical industrial needs.
By combining BSNL’s robust telecom infrastructure and NRL’s strategic industrial capacity, the partnership also enhances regional development in the North East, generating employment and skilling opportunities in high-tech domains.
